XIX.  CISCA  :   International Supervision , Control and Arbitration Committee.

·   The Executive Committee of PSKF, for this Championship organized under the auspices of
PSKF shall set up a CISCA which shall consist of ;

a)   the delegate of PSKF (a member of the Executive Committee of PSKF) who shall be
Chairman.  - Koichi CHODA (MEXICO)
b)   the Chairman of the Technical Committee of PSKF. – Y. KAMETANI (WSKF).
c)   the delegate of the Medical Commission ( if nominated).
d)   the Secretary General of PSKF. – Allen TANZADEH. (CANADA) .
e)   the representative of the Organizing Committee. – Domingo GONZALEZ (MEXICO).

·    Decisions will be taken a simple majority of those present and voting. No absent members may delegate their mandates .  In the case of equality of votes , the Chairman shall have a casting vote.

·    The Secretary General may not hold any other appointment or office during the event except as directed by the Executive Committee of PSKF.


·    The CISCA shall meet as often as necessary during the event. The members of the CISCA shall submit to the Executive Committee of PSKF a written report on the running of the championship and on application of the regulation, immediately after the championship.

The CISCA shall be responsible for ;
a)   the supervision and smooth running of the event. b)   the interpretation of the regulation of PSKF.
c)    Setting any dispute which does not concern any other committees or jury.
d)   examining and dealing with any complaints or protests of a non technical nature.
e)   talking emergency sanctions against teams or individuals who violate the regulations of the event.
f)    deciding any other matters not covered in these regulations. g)   to supervise the organization of the formal ceremonies.

·    Each member of CISCA will send a report on his mission.

·    The chairman of the CISCA , at least one day prior to the start of the championship shall convene a General meeting to which he shall invite;
a)   the member of the CISCA.
b)   a representative of each country competing in the championship.
c)    this first General meeting shall elect an adequately representative and qualified Jury of Appeal in accordance with the regulations of the WSKF or as the meeting shall determine the members of the Jury of Appeal must be of different nationalities .
d)   CISCA  reserves the right to decline any application without giving any reason.

CISCA has the sole and absolute discretion to interpret, alter and amend any of the rules and regulations and to implement additional rules and regulations at any time it considers necessary for the orderly running of the Championships and associated events; and determine all matters arising out of the Championships and associated events. The decision of the CISCA in consultation with the Executive Committee of PSKF.

 

XIX.   CISCA  :   Comité Internacional de Supervision , Control y Arbitraje.
El Comité Ejecutivo de la PSKF para este campeonato, organizado bajo los auspicios de la PSKF, creará un CISCA que estará integrado por:
f)    El delegado de la PSKF (un miembro del Comité Ejecutivo de PSKF) que será el presidente. - Koichi Choda (MEXICO)
g)   El Presidente del Comité Técnico de PSKF. - Y. Kametani (WSKF). h)   El delegado de la Comisión Médica (en caso de ser nominado).
i)    El Secretario General de la PSKF.-– Allen TANZADEH. (CANADÁ) .
j)    El Representante del Comité Organizador.– Domingo GONZÁLEZ (MÉXICO).

·           Las decisiones se tomarán por mayoría simple de los presentes y votantes. Los miembros ausentes no podrán delegar sus mandatos. En el caso de igualdad de votos, el Presidente tendrá el voto de calidad.

·           El Secretario General no podrá ocupar ningún otro cargo o durante el evento, excepto lo indicado por el Comité Ejecutivo de PSKF.


·           El CISCA se reunirá tantas veces como sea necesario durante el evento. Los miembros de la CISCA presentará al Comité Ejecutivo de la PSKF un informe sobre el desarrollo del campeonato y de la aplicación del reglamento inmediatamente después del campeonato.

El CISCA estará a cargo de;

a) La supervisión y el buen funcionamiento del evento. b) La interpretación de la regulación de PSKF.
c) Resolver cualquier disputa que no se refiera a cualquier otro comité o jurado. d) Examinar y resolver cualquier reclamación o protesta de carácter no técnico.
e) Hablar de sanciones de emergencia contra equipos o individuos que violen los reglamentos del evento.
f) Decidir cualquier otro asunto no previsto en el presente reglamento. g) Supervisar la organización de las ceremonias formales.
- Cada miembro del CISCA enviará un reporte de su labor.

- El presidente de la CISCA, al menos un día antes del inicio del campeonato convocará una reunión general a la que se invitará a:
a) Los miembros de la CISCA.
b) Un representante de cada país que compite en el campeonato.
c) La primera Asamblea General deberá elegir un Jurado de Apelación el cual deberá estar calificado de acuerdo con las regulaciones de la WSKF y, como la asamblea determinará los miembros de dicho Jurado, éstos deberán ser de diferentes nacionalidades.
d) CISCA se reserva el derecho de rechazar cualquier solicitud sin indicar el motivo.
CISCA contará con la única y absoluta discreción para interpretar, alterar y modificar cualquiera de las reglas y lineamientos. Asimismo podrá aplicar normas y reglamentos adicionales en cualquier momento que los considere necesarios para el funcionamiento ordenado de los campeonatos y eventos relacionados y resolver todos los asuntos que surjan de los campeonatos y eventos asociados. La decisión de la CISCA se tomará en consulta con el Comité Ejecutivo de PSKF.

XX.  CT : Technical Commission
·    There shall be, for this championship, a CT which shall consist of ;
a)   the Chairman ( Alfonso MURAYAMA) , technical delegate of PSKF, in the case of equality vote , the chairman shall have a casting vote.
b)   the representative of WSKF (M. KAMETANI) , in his absence the representative of PSKF of the organizing country.
c)   the technical representative of the Organizing Committee. (Pedro PRIETO).
d)   three experts nominated by the participants proposed by the members designated in a), b)
and c).
·    No country, except the organizing country, ,may have more than one member on the CT .
The organizing country may have more than two representatives.
·    The CT appoints the Chief of referee and judge commission.
All participants shall abide by the rules and regulations; infringement of any rules and regulations will render the entrant to be disqualified and the forfeiture of any trophy or certificate given or to be given.



XX. CT: Comisión Técnica
Habrá para este torneo un Comité Técnico, el cual consistirá de:

a) El presidente (Alfonso MURAYAMA), delegado técnico de la PSKF: En caso del voto igualdad, el presidente tendrá voto de calidad.
b)   El representante de la WSKF, en su ausencia, el representante técnico de la PSKF del país organizador. (M. KAMETANI ).
c)   El Representante Técnico de Comité Organizador. (Pedro PRIETO).
d)   Tres expertos nominados por los participantes propuestos por los miembros designados en los incisos a), b) y c).
Ningún país, a excepción del país organizador, podrá contar con más de un miembro del CT. El país organizador podrá tener más de dos representantes.
·    El CT nombrará al Jefe de la Comisión de Jueceo y Arbitraje.
Todos los participantes deberán regirse bajo las normas y reglamentos establecidos; la infracción de éstos llevará a la descalificación del participante, asimismo, se le confiscará cualquier trofeo y/o certificado entregado o por entregar

RULES AND REGULATIONS

 

·    WKF and PSKF rules for competition and referee are applied to this Pan American
Championship.
·    All competitors are required to bring their own blue and red belt.
·    The contestants can wear their own emblems in Karategi. KUMITE INDIVIDUAL AND TEAM :
·    All competitions are tournament.
·    Kumite Competition Time.
Ø   Male Individual & Team                3 minutes
Ø   Female Individual & Team           2 minutes
Ø   Final & 3rd   Place Fight of Male Individual       4 minutes.
Ø   Final & 3rd   Place Fight of Female Individual   3 minutes
·    The Victory is awarded ;
ü   When one competitor scores more than 8 points in advance.
ü   When one competitor´s score is higher than the other at the end of competition time.
·    Consolation match will be held. ( single repechage ) .
·    All competitors are required to have entry (ID) and weight check.
No weight check require for male + 84 kg and female +68 kg .
·    All Kumite competitors are required to bring their own protective equipments..
·    All protective equipment must be WKF or PSKF homologated.

 

KATA INDIVIDUAL AND TEAM :

 

·    All KATA must be the official KATA of WSKF.
·    All competitions are tournament.
·    The winner is decided by a majority of five Judges with red or blue flags.
·    Consolation match will be held.  -  single repechage.
·    All competitors are required to have an entry ID check.
·    Competitors will perform JIYU KATA from the first round, but cannot perform the same
KATA already performed in the same competition.
·    In the consolation match, competitors also must not perform the same KATA already performed in the same competition.


·    In final round of team KATA competitions, competitors must perform Bunkai-Kumite, after performing JIYU-KATA.
·    All referees for Kata , consist of the official referees of PSKF.

RULES AND REGULATIONS

 

·         Competition events with sufficient numbers of entries may be closed after the deadline for submission, and no more applications will be accepted then.

·         In the cases of insufficient entries in any  competition event categories, the  CT
has the  sole and absolute discretion to cancel, merge or alter any event categories.

·         The age as listed above is the actual age on 5th Aug. 2014.
·         WKF and PSKF Rules for competition and referee are applied to this Shito Open .
·                All Competitors can wear their own colors belts. The Organizer will prepare the Blue and Red Ribbon.

 

KUMITE :
·         All competitions are tournament.
·         Competition Time     a)  6 – 13 years old , Male and Female.  1 minute and 30 seconds. b) 14 over ,               Male and Female. 2 minutes.
·         The victory is awarded ;
1)   When one competitor scores more than 6 points in advance.
2)   When one competitor´s score is higher than the other at the end of competition time.
·         3rd fight and consolation match will not be held. (3rd place will be awarded to two
competitors).
·         All competitors are required to have an entry ID check.
·         All Kumite competitors are required to bring their own protective equipment.

 

KATA :
·        All Shitoryu Katas (HAYASHI-HA, TANI-HA, SHUKO-KAI, ITOSU-KAI, SHUDO-KAN INOUE-HA and so on)  can be performed in all Kata competitions.
·         All competitions are tournament.
·         The winner is decided by a majority of Judges (Three or Five) with red or blue flags.
·         3rd fight and consolation match will not be held. (3rd place will be awarded to two competitors).
·         All competitors are required to have an entry ID check.
·         Competitors will perform JIYU KATA from the first round, but cannot perform the same
KATA already performed in the same competition.
Boys and girls (up to age 13), and Master (up to 5th Kyu) may repeat their Katas , but they must not perform the  same Kata in two consecutive rounds.

GENERAL INFORMATION and REQUIREMENT
of THE CHAMPIONSHIP and SHITO OPEN.

 

INSURANCE

The Organizing Committee strongly urges the delegates to consult their medical insurance company prior to travelling to Mexico to determine whether the policy applies overseas and whether it covers emergency expenses. It is obligatory that all participants and members of delegations must ensure their own medical insurance and personal tip insurance.

Entry Visa for Mexico
Some countries are required a visa to enter Mexico. As it usually takes one or two month to acquire a visa, please contact the Mexican Embassy in your country as soon as possible. They will give you the detailed instructions such as how to apply for Visa in your country and necessary documents to submit. If you need invitation letter or other
assistance from us, we will do it as soon as possible.

 

NATIONAL FLAG
Each Delegation is required to bring along a national flag of their country/region or Olympic flag, if appropriate, and bring it to the Event Office during registration.
The size of the flag should not be larger than 150 cm x 100 cm.

 

 

ID Checking for all Competitors
All competitors including Junior and Open Tournament must  have an ID
checking and the process will be as follows.
At the time of ID checking, all competitors have to bring their own original
passport and ID card.

1) We take a photo copy of your passport (the page with your photo).
2) We check the face and age by your passport, and affix a seal to your ID card.
3) We laminate your ID card with a photo copy of your passport.

In case of reissue of the ID card, you have to have an ID checking again. And we ask for
US$50 to reissue a new ID card.
Without ID checking, competitors cannot enter in any competition.

許田重発(きょだちょうはつ。1887年(明治20)12月5日生 
1968.8.31 81歳 没)は
沖縄那覇手の大家、東恩納寛量(門下生に東恩流始祖 許田重発・剛柔流始祖 宮城長順・
糸東流始祖 摩文仁賢和等がいる)に15歳で入門。3月後、剛柔流始祖 宮城長順入門。
ともに学ぶ。東恩納先生の訓読み(とうおん)をとり東恩流を名乗る。二代目宗家の子息許田重光(しげみつ)も逝去。現在、許田重発に16年間師事した神崎和也(かんざきかずや)が三代目宗家を継承。

 ネーパイ (弐拾捌打)
日本においても現在、この形の正伝を継承する者は寡聞にして知らない。
許田重発先生は中国福建省出身で茶商を営み沖縄の空手家と交流のあった中国白鶴拳師呉 賢貴よりネーパイを伝授される。現在、東恩流三代目宗家 神崎和也先生が継承、保存されている。私達(糸東流伝承塾)は二十八歩(ニッパイポ)の兄弟形とも思われる
ネーパイ習得のため2008年から神崎和也先生の高弟、池田重秀(いけだちょうしゅう)師範をお招きし数度の習得会を実施、また、宗家の神崎和也先生を訪問、細部に渡り指導を受けました。
古流であり大変習得が困難なところが多々ありましたが、今回のセミナーを実施するに当たりようやくまとめたところです。

 

 

Seminar of Toon Ryu´s Nepai Kata

Chohatsu Kyoda (1887-1968), began his training with Sensei Kanryo 
Higaonna when he was fifteen years old.  Just three months later, Chojun 
Miyagi knocked on the door of Sensei Higaonna’s dojo.  During a long 
absence from Sensei Higaonna’s dojo, while Chojun Miyagi was learning 
and spreading his martial art in China, Chohatsu Kyoda was closely 
studying Sensei Higaonna’s authentic techniques.  Chohatsu Kyoda later 
named his style “Toon Ryu” (Higaonna’s style), in order to preserve the 
style’s legitimacy.

One, Kazuya Kansaki, later trained with Sensei Chohatsu Kyoda for 
sixteen years.  He did so in order to be in recognized as the third 
founder of “Toon Ryu.”  This took place after the death of Shigemitsu 
Kyoda, who was Chohatsu Kyoda’s son and successor in the Toon Ryu style, 
and who is recognized as the second founder.

Nepai
Nepai is a parallel kata to Nipaipo Shito Ryu’s kata, which stems from 
the Hakkaku Ken or Haku Tsuru Technique. Chohatsu Kyoda learned it from 
Master Go Ken Ki, who was born in Fukushu (just south of the Asiatic 
Continent).  He was also friends with Okinawan martial artists such as 
Kenwa Mabuni.  Nowadays, almost nobody has knowledge of this kata, aside 
from the practitioners of Toon Ryu.

The person who will disseminate this kata at this seminar will be Arai 
Tadashi Shihan. He has visited with Sensei Kansaki several times in 
order to learn this kata.  The most advanced student of Toon Ryu´s 
technique, Choshu Ikeda, has visited Arai Shihan’s dojo, several times, 
to learn it properly.

In spite of the technical difficulties in the learning of this kata, due 
to the fact that this kata is very old, Nepai was transmitted properly.  
Shihan Tadashi Arai very is thankful for the opportunity to share this 
kata with the participants of this seminar.

**Nota Bene:  Chohatsu is the old pronunciation of "Juhatsu," the original name of Toon Ryu's technique.
